Venetian Isles

My husband and I just bought the game of the year edition for Oblivion. We had been playing the regular edition for a little while now, and I have the game on my computer (with the two expansion packs). When I put the expansion packs on my computer, I didn’t have to start all over on my game (at least I don’t think I did). Do we need to start over our games on the 360? I got the Shivering Isles to show up in my game, but not the den of thieves or the other houses. What do I do?
We did an update, but still no thieves den or anything other than shivering isles. Any other advice?
